Bates and Ancestry both show M.I. Sep. 10, 1861, M.O. Sep. 29, 1864. Bates shows his age as 43 at time of enrolement and residence as Reading.

At this time it appears that his death was not war related. Additional research is neede to be sure

According to the Pennsylvania Veterans Burial Card on Ancestry.com, his dates of service were Apr. 20, 1861 to Sep. 20, 1865 and shows him as a Private in the 4th Regiment, Company K. Under remarks at the bottom it indicates he was killed Sep. 20, 1865. He is shown as Hiram Dubbs buried at Salem, Ebenezer Cemetery. Also from Ancestry.com, Headstones Provided for Deceased Union Civil War Veterans, he is shown as Lieut., Company F, 4th PA Cav., buried at Evangelical Cemetery, Lebanon.

Assuming the 4th Regiment to be the 4th Cav, 64th Regiment, a search in Bates revealed him as Hiram N. Dubbs, 1st Lieutenant in Company F and was Mustered Out Jul. 1, 1865. In a search of the 4th Regiment his name did not appear anywhere. Additional searches revealed no results.

Also from Ancestry.com, he appears in American Civil War Soldiers, 11th Regiment, Company B. In the U.S. Civil War Soldiers files he appears in both the 11th and 64th Regiments. He appears in the Civil War Pension Index with brother Cyrus and mother Anna E. He appears in the 1860 Census with mother Eliza and brother Cyrus, from Lebanon.

His name was initially found in the list of Civil War soldiers buried in Lebanon County cemeteries at lebanonco.org, Ebenezer Cemetery. His name did not appear on findagrave.com.

The Lebanon Advertiser shows a Philip A. Fisher from the 107th (I) who died Feb. 7, 1865 at age 49 and was buried at Zion's Lutheran Cemetery.
Find-A-Grave shows the head stone at Mt. Lebanon Cemetery for the 16 year old Philip A. Fisher

It seems unlikely that there are two Philip A. Fisher's who died one day apart at the same place
