Originally formed in 1994, the Project Welcome Home Committee endeavored to bring the Vietnam Moving Wall Memorial to Lebanon.  The Moving Wall was displayed at the Lebanon Junior High School Stadium from May 4–10, 1995.

Inspired by the events’ success, and with continued ambition and enthusiasm, it was quickly decided to construct a permanent memorial to honor Vietnam Veterans and those from Lebanon County and surrounding communities whom had fallen in the Vietnam War.

Fisher Veterans Park was chosen, appropriately among the other memorials within the park, as the sight of the new memorial.  Permission was granted by the City of Lebanon for the memorial’s location and construction.  The Lebanon County Vietnam Veterans Memorial was officially dedicated on November 8, 1997.

In January 2007 two of the seventeen original members of the Project Welcome Home Committee discussed an event for the 10th anniversary of the Vietnam Veterans Memorial for which a new nine-member committee was formed.  The Lebanon County Vietnam Veterans Memorial was officially rededicated on November 10, 2007.

Once again with continued ambition and enthusiasm, it was decided by the committee to conform into a legitimate organization, known simply as Project Welcome Home, and was formed in early 2008.

The Lebanon Veterans Advisory Council, which contributed greatly to the Vietnam Veterans Memorial rededication event, recognized the potential impact Project Welcome Home could have on the organization.  Since Project Welcome Home was a not-all-veteran organization, a measure was adopted in March 2008 to include such organizations as Friends of the VAC.

By 2009 VAC delegation was declining rapidly and Project Welcome Home was again brought to the forefront.  In April 2009 resolution was passed and Project Welcome Home was inducted as a member of the Veterans Advisory Council.
